GREATER LAGUNA COAST FIRE SAFE COUNCIL

I A motion to approve the minutes from February 25, 2003 was seconded and approved unanimously.

II Introductions and Announcements:

We received notices that grant #1 has ended. We were able to close out the grant by paying remaining bills, as well as pay for web hosting fees for the Greater Laguna Coast Fire Safe Council web site through 2005. http://www.lagunacoastfiresafecouncil.org/ There is $1.36 remaining that will be returned.

III 2003/2004 Grant Applications:

There has been no news regarding the 2003 and 2004 grant applications to the Bureau of Land Management, Community Wildfire Assistance. The grant applications were as follows:
• Curbside Chipping Program
• Senior Assisted Chipping Program
• Community Fire Plan Creation

IV Community Outreach Manual Participation:

The State Fire Safe Council has asked us to assist with providing information on our Red Flag Patrol and Fire Alert Flag programs. David, Pat and Wade put together two manuals that have been forwarded to the state to be used in a statewide public education campaign.
• These Manuals will be posted on the state website along with other program manuals for public use.
• Hard copies of the Red Flag Patrol, and the Fire Alert Flag Program were passed around for review by board members
We will hopefully be able to take advantage of other program manuals to assist us in the future in programs that we want to implement such as, the Chipping programs.

V Fire Safe Planting Guide/ Garden Project:

Fire Safe Planting Guide: The fire safe planting guide has been making some ongoing progress.
• Following suggestions from landscape architects they are beginning to collate and coordinate the information they have gathered to assist in organizing the information that they have been gathering.
• Discussion was held regarding the NCCP program for brush fuel modification. It was determined that the NCCP program is works in progress and was not complete or available for use by the GLBFSC.
• Mark Baker suggested that an example could be made out of the cooperation between private property owners and the City of Laguna Beach regarding brush clearing. Mark will take it to the city to see if he can obtain city buy in for the project.
• It was also discussed that insurance companies may be the driving force in getting brush clearing / fire safe vegetation programs in place.

Garden Project: David has been involved in two meetings that have been conducted regarding the Laguna Beach Water District re-landscaping project.
• The Meetings have involved the GLBFSC, Mike Parker Landscaping, and the Laguna Beach Water District.
• Two landscape designs have been reviewed. The first design was determined to be too “desert like”. The second design was well liked and includes flowers and other fire resistant and low water use plants. Many of the plants have been selected from the list of appropriate plants for this area that was created by the student project that the council solicited.
• The GLBFSC has agreed to contribute $8000 to the Laguna Beach Water District re-landscaping project. Mike Parker Landscaping is contributing many of their services also.
• The will be places for landscaping brochures etc. on the grounds of the re-landscaped areas.
• GLBFSC also plans to create narrative video and CD’s in English and Spanish regarding the landscaping of fire resistant and low water usage planting.
• There has been conversation regarding other Laguna Beach Water District projects, such as the water reservoirs. There are future possibilities in this area however, while the Laguna Beach Water District would like to make these properties more attractive they do not want to draw too much attention for safety reasons.

Statewide Wild Fire Awareness Week is May 5-11 2003. David will look over the information provided and see if local media attention to this awareness week can be obtained.

VII Upcoming Fire Season- Red Flag Alert:
• Discussion was held regarding incorporating other local patrols such as Emerald Bay, Laguna Beach Parking, Laguna Beach Water District, Animal Control, Etc. This would further increase the program visibility as well as empower additional individuals to be fire vigilant.
• Additional volunteers will need to be recruited.
• Additional training will need to be held. It was suggested that possibly two additional training secession would be held in July and August.
• We have additional supplies for 30 more patrols.
• It was suggested that current patrols be invited to the training sessions to refresh their knowledge as well as provide testimonials to assist in recruitment.
• Barbara Norton suggested a video be produced to show open space lands that would also assist in the training and to assist in the recruitment.
• Additional businesses also need to be contacted to participate in the Fire Alert Flag Program.
