GREATER LAGUNA COAST FIRE SAFE COUNCIL
MINUTES
November 16, 2004
4:00 PM BOARD ROOM, LAGUNA BEACH WATER DEPT.
1. Approval of the Minutes of October 20, 2003 was MOVED, SECONDED and
APPROVED.
2. Introductions and Announcements.

Announcements:
• David passed out copies of Revenue with Interest plus Expenditures of
our current Grants for the 2003-2004 Tax Year.
• The OMB approved additional funding ($10,000.) for Red Flag Patrol
including equipment and loose-leaf guideline.
• Our “Chipping Program” grants ($60,000.) have been working in
cooperation with the City and the Fire Department and will conclude
November 30, 2004.
• There are 130 Fire Safe Councils in California and David said ours has a
noticeable success level.
• We are awaiting direction from the City for a Community Fire Plan that
will address issues such as fire protection, vegetation, hazards,
earthquake and disaster preparedness. David attended a FSC Workshop in
Barona, California with 85 participants for the purpose of writing a
Community Fire Plan.
• A demonstration of wireless service transmitters for special cameras to
locate fires of approximate 1,000 ft. range was rescheduled for our next
meeting in January. MOVED, SECONDED and APPROVED to authorize from our
Grant to purchase a camera ( $1,800.) subject to approval of Fire and
Water Departments as primary monitors of its use. Pending success of this
“Pilot Program,” these Departments may consider approval of various other
sites surrounding the City and canyons.
• In preparation of fire season, Red Flag Patrol had two training sessions
this year bringing total staff to 50 Volunteers.
• We have a $2 Million liability coverage per occurrance furnished by
Gibson & Company Insurance from July 1, 2004 to June 30, 2005.
3. Our next meeting will be Monday January 10, 2005 at the Laguna Beach
Water Dept. Board Room.
